What ?
Its a fairly simple App put CPU 1/2/3 OFFLINE when turns off. Once comes back on, allow CPU 1/2/3 back ONLINE.
How does ?
Since Quad Core CPUs, a CPU 0 CPU1/2/3, core 0,1,2,3 while 1 core active "CPU0", t sure CPU 1/2/3 shuts off while , then resumes normal usage when comes back on.

Battery savings all depends & idle times.
